Biography:
Professor Marcello has a long history of involvement with public interest advocacy and with administrative and legislative processes in Louisiana, including serving in 1972 as statewide coordinator for the Conservation Coalition—the earliest appearance in Louisiana of a statewide environmental lobby; in 1974-78, founding and directing the Louisiana Center for the Public Interest (LCPI), Louisiana's first public interest law firm; and during 1978-80, acting as Executive Counsel to Mayor Ernest N. "Dutch" Morial of New Orleans, representing city agencies and employees in public bidding, open meetings, public records, zoning, and other public sector legal concerns. In 1993-94 he chaired Mayor Marc H. Morial's 40-member Charter Revision Advisory Committee in the first successful comprehensive revision of New Orleans' Home Rule Charter. In the private practice of law, he has represented a variety of clients in administrative and legislative matters, serving as General Counsel to the Regional Transit Authority in a successful bid for taxing authority; securing legislation that allowed the 1984 World's Fair to transfer property at the end of its six-month run to the Rouse Corporation and made possible Rouse's $60 million Riverwalk development on New Orleans' riverfront; and subsequently representing Rouse in obtaining an exemption from Sunday-closing laws for the Riverwalk project. He has also served as staff attorney for the New Orleans Legal Assistance Corporation, as a legal consultant for an urban planning firm, and as counsel for several neighborhood associations. As Executive Director of the joint Tulane-Loyola Public Law Center, Professor Marcello runs the Legislative and Administrative Advocacy Clinics and teaches courses on legislation and agency rulemaking.
