January 10, 2005, New Orleans, LA - Dr. Rosalie Balkin, director of the Legal Affairs and External Relations Division at the International Maritime Organization will deliver the annual William Tetley Maritime Law Lecture at Tulane Law School on Wednesday, February 23rd in Room 110. Dr. Balkin will lecture on “International Maritime Organization and Maritime Security.”
Dr. Balkin advises the International Maritime Organization on all legal issues associated with the functioning of the Organization, with special emphasis on matters of treaty law and those relating to the law of the sea. She also has particular responsibility for the Organization’s Legal Committee, which meets twice annually and oversees its role as depository for over 45 multilateral conventions.
She has published extensively in the field of public international law and is also the co-author of a textbook on the Law of Torts, recently published in its third edition. Before joining IMO Dr. Balkin headed the Australian delegation to the IMO Legal Committee and was, for a number of years, Vice-Chair of that committee.
The Tetley Maritime Law Lecture is sponsored by the Tulane Maritime Law Center to honor the contributions of Professor William Tetley who has taught admiralty law at Tulane for fourteen years as a visiting professor.
